EPA Septic Tank Regulations Are Only Voluntary

According to the U.S. Environmental Protection Agency (EPA), about 25% of U.S. households, and one in every three new homes built today uses septic systems. The EPA also states that "many of the [septic] systems in use are improperly managed and do not provide the level of treatment necessary to adequately protect public health and surface and ground water quality" and that "improperly managed [septic] systems contribute to major water quality problems." So why are the new EPA septic tank system regulations only voluntary and not mandatory? [See the EPA's new septic tank system regulatory guidelines at http://www.epa.gov/owm/mtb/decent/index.htm ]
