Gaping Loopholes in EPA's New Rules for Concentrated Animal Feeding Operations (CAFOs)
- The new rules by the U.S. Environmental Protection Agency for large animal "factory" farms contain many significant loopholes including the following: enormous, open manure lagoons are still allowed; factory farms continue to receive exemptions to the Clean Water Act concerning polluted runoff; and factory farms themselves will be able to "self-certify" that they have no discharges and are therefore not subject to NPDES permit requirements.
