Will Washington DC Ever Have Clean River Water?

"D.C. water quality is among the worst in the country. The combined sewer system dumps more than 3 billion gallons of raw sewage mixed with runoff into the Anacostia and Potomac Rivers and Rock Creek each year.The District's Water and Sewer Authority (WASA) has prepared a plan, but it would not fix the problem - raw sewage would still flow into our rivers and communities.
