New Runoff Regulations in San Diego County, California

"The stricter regulations require cities and other governments to filter or treat the runoff of every rain amounting to six-tenths of an inch or more in order to reduce the amount of pollutants ---- pesticides, fertilizers, animal fecal matter, and the oil and toxic materials that drip out of cars and machines ---- that routinely enter storm drains, which in turn flow to beaches and seep into groundwater supplies.
