California Communities Still Dumping Sewage in Ocean
- Orange County and the Cities of San Diego, Goleta and Morro Bay are the only remaining communities along the California coast that still do not meet secondary stage sewage treatment requirements. They dump insufficiently treated sewage into the surf zone and are able to do so only because of ongoing waivers to the Clean Water Act.
