Many Beaches Not Posted with Advisories When Water Standards Exceeded

"Even states that regularly test beachwater may not shut down beaches when standards are exceeded. For example, most agencies in Hawaii, Maine, Rhode Island and Virginia do not always issue closures and advisories when water quality standards at their beaches are exceeded." (Excerpt from NRDC's publication, Testing the Waters Volume 13, at http://www.nrdc.org/water/oceans/nttw.asp )
