The Laggards in Fighting Global Warming
- If one doesn't count tiny Monaco and Liechtenstein, then there are only 2 industrialized countries (out of 32) in the world who haven't ratified the Kyoto Protocol for reducing global warming emissions. Even Russia has now signed the treaty. The United States -- the world's biggest producer (by far) of global warming emissions -- and Australia are the laggards.
