Wetland Compensatory Mitigation Programs Typically Fail
- "Difficulties with the wetland compensatory mitigation program have been well documented in a study sponsored by the SWRCB [State Water Resources Control Board of California] to assess the performance of the federal CWA 404 and state 401 permit programs. ...Ambrose et al.
