It Pays to Pollute When the Cost of Compliance Is More Than the Fines from Not Complying

"Hovnanian Enterprises, Inc., a builder of residential homes nationwide, has agreed today to pay a $1 million civil penalty to resolve alleged Clean Water Act violations at 591 construction sites in 18 states and the District of Columbia, the U.S. Environmental Protection Agency (EPA) and the U.S. Justice Department announced today [4/20/2010]." - excerpt from this U.S. EPA press release. Commentary: the $169 per site civil penalty levied on Hovnanian Enterprises represents a fraction of the cost of normal compliance with the Clean Water Act laws. The bottom line in this case? It pays to pollute.
