Hoodlums of the Sea
- President Jacques Chirac commenting on the Prestige oil tanker spill: "We must not resign ourselves to such catastrophes. They are not inevitable. They are the result of uncontrolled human activities. France and the European Union will not allow these shady businessmen, these hoodlums of the sea to profit cynically from the lack of transparency in the existing system."
