Are Polluted Runoff Fines for Construction Companies Less Than the Cost of Compliance?

TLT Construction Corporation of Wakefield, MA was recently fined by the U.S. Environmental Protection Agency the amount of $135,000 for repeated, multi-year polluted runoff violations at 5 large construction sites.
